The importance of information and communication technologies in Kenya reached new heights during the March 2013 elections. Information and communication technologies (ICTs) were used in the general elections to encourage voting, provide information about candidates, promote “peace speech,” and, on the negative side, intimidate voters, such as instructing them not to vote. In addition, new ICTs were introduced by the Government of Kenya (GOK) to improve the accuracy of the election, as well as to control how people communicated about the election.
