The advent of new technologies is changing the way we learn about events and respond to them. In particular, technologies that focus on collecting, processing, and disseminating information about a conflict have the potential to change the way all actors involved in a conflict learn about and respond to it.² These developments raise a critical question for conflict prevention practitioners: how can new information and communications technologies (ICTs) aid international actors, governments, and civil society organizations to strengthen their voice and action, in order to more effectively and directly prevent violent conflict?
